First, you would have to establish whether they are bees or wasps.
If they are bees, then leave them alone. They will not harm you at all.
If they are wasps, the call your environmental department. (Local Council) and they will attend. It will cost you for them to cone out though.
Call the council anyway, but tell them you're not sure whether you're dealing with wasps or bees. When the council team arrives, they should be able to tell you.
I am afraid the Council may make a charge and whether they are bees or wasps kill them anyway.
Look up Beekeepers in your area they dont mind and wont charge you and wont kill them. If they are wasps they will die out and the queen moves away to hibernate into a fresh nest.
If they are bees the beekeeper will want them.
