The advice I was given when I got my border collie was you can exercise for hours on end , but if you dont excersie there minds as well there behaviour can be a nightmare I would suggest mind games , or any mental stimilation e.g food balls, hide and seek games etc to wear them out , when she is older , agility , obiedence or doggie danceing even search and rescue are all good for collies GypsyX
Maybe she is trying to round them up like sheep?
What's the harm? Are they prize budgies or something. If it is really bothering you try this. Let the dog out with a lead on. When it starts heading for the birds say no and make sit down. If you do this often enough your collie will get the message. Then you can go on to letting the dog out without the lead. Make sure you keep eye contact and say something like "no birds, good dog" If your dog likes treat you can treat as well. Good luck
