I freely admit that I know next to nothing about dogs having puppies but a quick Google search for 'dog pregnancy panting' suggests that it's a normal sign that the contractions have started. For example, see here:

thanks cris that was very helpful
even if she hasnt getting started contractions im not suprised shes panting heavily i remember how i felt in the last few days before giving birth plus shes covered in hair and its the middle of the summer. im sure you already do but make sure there is always plenty of water available. i hope the birth goes ok and all the pups are ok x
if she is panting heavy she will more than likely be in the 1st stages of labour this can last for 48hr or more in some cases i have nown one of my biches do this for severel days the next sign is loosing a discharge can be brown or clear quite sticky around the vulvour you will also notice this becomes enlarged usually she will stop eating close to giving birth also she will spend more time in her bed . hope this has been some help to you good luck........
Is this the first litter for your dog? Have you any experience of dogs welping?
