Is it uncommon for a dog to go into heat twice within 2 months?

If it continues to happen, can be a sign of growth on ovaries, what does the vet say?

I'm just learning about all this and have decided that she is actually in heat this time (I can tell by all the male dogs on my door step every morning). I'm not sure what the bleeding was the first time. I had assumed it was her first heat but by the looks of all the blood and the swollen vagina and all the male dogs she is definitely in heat this time. Thanks for responding.
