Why does there apear to be "streaks" on the surface of a lake when its raining hard?

The streaks i think you are referring to are currents.  The surface water is disturbed by the rain, but the flowing water beneath the surface isn't so it appears through the disturbed surface.  the same can be seen in still, shallow seas.
