Indeed.The law -abiding will be having dog lessons, modelled on driving lessons for the driving test, at dog school ! Do an emergency stop when the dog sees a cat, wrestle dog into car harness whilst you're carrying shopping, that sort of thing.'
The rest will carry on as before.

Its an interesting idea and the proposals seem well thought out but im not sure it would work in practice.
I certainly agree dogs should be better protected and bad owners should be prevented from owning, mistreating and disgarding them.
However such a scheme would cost a fortune and might simply be an additional cost for decent owners while the idiots who mistreat them ignore the law and carry on as they are.
I think existing laws need to be tightened up so anyone misstreating any animal gets an instant prison sentence.

From what a friend told me, the idea is that dog owners or potential dog owners will have to pay �40 to take the test, and the fees will pay for the scheme.

Still cant see it coming into force and becoming law myself, good idea in theory, but in reality, no, dont think it will work.
