Neighbours puppy left alone......

We can hear the puppy barking and crying more or less everyday and it sounds like it is kept in a cage because it sounds like when it barks it moves something which bangs against the wall!
The only problem is there is a history of problems with our neighbour & we have reported it to our Housing Association & they've just said keep a diary of it.
We would call the RSPCA but the neighbours will know it would be us as we live in a terraced house & they are on the end & we're right next to them!
Any advice on what to do? Is this a matter for the RSPCA?

For more on marking an answer as the "Best Answer", please visit our FAQ.I.ve had problems with them too, just recently they put out a programme about traps and said if anyone found one to get in touch and they would be out straight away, anyway my friend found 2 in our local wood, one of them had a blackbird trapped in it. she removed both traps but didn't have time to look all over the wood as she had a plane to catch so asked me if I could ring the RSPCA which I did but they didn't want to know, they said that they couldn't act on hearsay and the person who found the traps had to get in touch with them, I told them that my friend had gone abroad for a week but her mother had the traps in her shed and they still said there was nothing they could do, Anyway I pointed out to them that when they're on tv it's a different story and I would pass the word around about their conduct and put the phone down. Very helpful indeed NOT.
What i meant paraffin by * being a good neighbour* is to watch and listen just to make sure the wee dog isnt being abused or such, that wasnt so hard to undertand.
also ive never ever had any problems when ive had to contact the SPCA on the couple of occasions, theyve been really helpful and once had them out within half an hour for a little stray kitten which i had rescued

There is no way we can make contact with the neighbours as we went to court a few yrs back because they racially abused my partner & they have been advised not to make contact with us either!
This has been going on since 10th Feb on & off but more or less at some point in the day either morning or afternoon we hear the puppy! We've recorded it too.
They have also accused us back along of calling RSPCA for a previous matter wiith their other dog but we didn't & that caused a lot of stress and aggravation too!!!!!!
