A neighbour's newly aquired 2 year old dog howls virtualy none stop when they are out. What can I suggest to them to get him to quieten down. I feel sorry for the dog mainly as he is obviously upset and lonely. Thanks.

The actual problem is of course your neighbours' but it's clearly impacting on your peace and quiet. They need to find the solution.
I personally would approach them firmly but politely, don't shilly shally around the subject, and make them aware of your concerns. You would not be being unreasonable.
After all, there are many other people, some on these threads, who would have you pick up the phone and complain either to the Police, RSPCA or Dog Warden. And it wouldn't take your neighbours too long to work out who "moaned" and "shopped" them.
If you at least give your neighbours a chance to resolve the matter, it shows you as a reasonable person. Good luck.

The poor dog is most likely to be suffering from seperation anxiety, speak to your neighbours as they may not know he is doing this, suggest they look for advice on how to cure it and make him a much happier dog. Hope this helps

Dear angie and alf- my heart bleeds for you.
I have neighbours who just should not have a dog, poor thing left on it's own all day every day. maybe an outing at the weekend in the back of a truck.
Worst time is in evening, when next door has not returned, or if they come home and then go out again. Dog becomes menace.
I have 99% cured it by attracting it to the fence when it starts barking and throwing a bucket of water over it. The dog I mean, not the neighbour, who would probably gain much from the same treatment.. No, not cruel, as I have yet to wet the dog, she is very nimble and avoids the water admirably. But, I warn her, the dog, to stop barking, and now I only have to show her the bucket and silence reigns supreme. The dog and I are very good friends, and daily we play 'fetch it,' over the garden fence, but when I tell her to stop barking, one showing of the bucket and all is well.
I am a dog lover. by the way.
Good luck.
