A poorly dog will not lick it's nose, so its nose may be dry, but there is no direct corelation between a dry nose and illness in a dog. Some breeds such as pugs and some bulldogs have noses that are too high to be reached with their tongues, so their noses are always dry.
Cats also lick their noses, but their tongues are much drier, so less moisture is transferred to the nose, and it stays wet for a shorter time.
