Duplication Problem?

Why when some questions are posted, do they appear twice? Many apologies if this question has popped up before. I've looked back a couple of pages, but can't see anything similar : )

I think alot of the times is that sometimes there's a delay when the 'submit' button is clicked, some users will either think it's not worked or just become impatient and click it again.
