A watched pot never boils - I've been staring at the kettle for three hours now and nothing has happened - except for the onset of a slight migraine.

Is it time to turn the gas on?

That depends. What are you boiling the water for?
If you want a cup of tea at about 15.15 then turn the gas on at 15.00....but if you want the water to boil the cabbage for dinner tonight then I'd put it on now.
