Why? What good would that serve?

And what about those users who've changed their usernames because they feel 'threatened' or who just wish to start afresh so to speak?
how would the system know who has changed?
Mmmmm?
The changing the username is a good idea however people that are 'threatened' or want to start a fresh is a good point, but those people can report the user that 'threatend' them therefore the system would identify them by the ip address. The abusers could start a fresh awell which is a catch because they could start abusing again under that new username.

jno, the IP address would stay the same.

Smudge, Mmmmmmmmmmmmm.
Not if you register from the public library.
No
Alienuk, sometimes different users work from the same computer; sometimes users work from internet cafes; I don't think there's really any foolproof method (otherwise certain users would be banned more often than they are already).
I share the computer with 4 house mates and they all come on here whenever it's their time to use the computer.

How would the AB system knows who is who when we all use the same IP address?
