Could we have a button to hit if a question is in the wrong category.

absolutely, but I don't think that we should be able to move them (Should be done by editor)and there should be an email sent to the poster telling them that their q has been moved If we were allowed to move q's I could imagine some mischievious little bunnies having LOADS of fun!!
