May I suggest that 'Care in the Community' doesn't work.

You have only to log on here any weekend to see that once the carers go home, there is nothing to moderate their behavior, nobody to see they take their tablets, and no one to tuck them in at night with a comforting kiss. Once they have thrown the cuddly toy out of their pram they get bored and disruptive.

Surely the old method of secure accommodation was the better solution overall, even though it restricted their so-called 'Human Rights'. To qualify for 'Human Rights' you first of all have to convince us that you are 'Human'.
