Why does every single word in a question on AB now begin with a capital letter? Have I missed some development in English spelling rules?

I wondered that.
All titles should have capitalised initial letters. It is properly called 'title case'.

Says who? It looks messy and doesn't always improve readability. Sentence case (only the first word which is capitalised) is far more legible.
