it is commonly agreed that this is the worlds largest landlocked country but is bordered partially by the caspian sea which it is agreed is indeed a sea.
any thoughts?

Most geographic experts/universities etc regard the Caspian Sea as the world's largest LAKE not sea,so maybe that's why Kazakhstan is regarded as landlocked.
Even if it IS regarded as a Sea,it appears to have no outfall into (or connection with) another ocean or sea,so landlocked would probably be right;but I think my first explanation is more correct
