The Answer to the problem regarding "collateral damage" (i.e. posting on a trolling thread which then gets removed) is: Don't Feed the Trolls! Ignore them and report them. Letting them know that you're in disagreement only spurs them on.
While it is a nice idea I think the amount of "appeals" would rocket. It would all be for nothing:
"Due to the high volume of posts, all editorial decisions are final, and discussion relating to the removal or editing of posts will not be entered into by the AB Editor."

And finally: the problem with "tongue in cheek" answers is that the person asking the question might not be "in the mood" for an anonymous stranger being funny! Unless you're in Chatterbank of course.
Once a question is answered it no longer appears in the unanswered question tab - so to a user after some real information a flippant remark not only doesn't help, it damages their chance of getting a real answer.
Sorry to be so down on this everyone - but I just can't imagine it would work to anyone's benefit!
