The fact is that no matter how badly a question is posed, somebody will come along and give the correct answer. So posters really have no incentive to pose a question properly; there's no penalty for posting a bad question (the mockery on this thread does not seem to be doing the trick!). All you can do personally is refuse to answer badly posed questions.
