Anyone know this book ?

Set in England after some sort of apocalypse. The survivors split into two factions with the scientists and tekkies on one side (the bad guys) and all the creative people - writers, artists, being persecuted. Prince Charles is now king and escapes from Buckingham Palace and sides with the arty lot, now branded as witches. If it helps I think the cover of the book I had showed a dried up River Thames with a hand coming out of the river bed.
