Richelieu incorruptible? No, honestly, it was Robespierre that Carlyle was writing about. But I don't know what the C is supposed to stand for.
Jno is right, it's definitely Robespierre. Perhaps the 'C' is for Citizen (or Citoyen if you want to be really accurate).
