Sorry but I'm not clear what you are asking. Is it a standard format cryptic crossword? When you refer to numbers are you referring to the question numbers or are the answers numbers in this crossword

If it's the number(s) in brackets after the clue it indicates length of answer.
If a number such as five or ten appears in the clue it could mean that the Roman numeral for that number appears in the answer.

its not the numeral in brackets, but when a numeral is part of the clue.

I think you are referring to things like 18 has one of these. It means to look at the answer to clue 18 to find the answer.
