You should never, ever pay to have your work published. It's called 'Vanity Publishing', it costs a lot of money, and you'll end up with a few copies of the printed work to keep for yourself, with no promise or expectation of any to be published for sale.

Get a copy of the Writers & ArtistsYearbook. It gives invaluable information on getting your work published - and the only way to do it is to persevere. If it's good enough, and if you're persistent enough, eventally you may have your work published properly. Just don't pay. That's the most important rule for any writer.
