Trying to fins a cartoon

Many years ago (about 20), I saw a cartoon which still makes me laugh when I think about it. It must have been in The Spectator: a gormless-looking policeman in a flowered dress, handbag and with a policeman's cap on; the sergeant saying to him 'Are you sure you've dragged a lake before, Constable?
I would be absoluted delighted is someone could remember where and when it was - I would love to buy a copy of the original.

Sounds like the sort of thing Giles would have done, but can't really help, sorry.
