If one is a full time student at a University can one access books from any other University library?

I am at St Andrews and we use a system appropriately called inter-library loan. Not all that great though - firstly it costs (about �10 a book, of which the univeristy absorbs some of the cost), secondly there is no guarantee that you will get the book as the other universities are under no obligaiton to send it especially if they have it on short loan etc, and thirdly it is expected to take up to a month for a book.
So if you are desperate its a possability, and i have used it before for my dissertation. However most univerisities have reciprocal arrangements with local unis where you can borrow directly from thier librarys - we use Dundee, Edinburgh and Aberdeen if we want to. At least this way you know you are getting the book in good time although there is a little extra travelling!
