BBC Radio 4 carried out a detailed investigation into the matter (on behalf of a male listener who was fed up with shaving) several years ago. The conclusion was that (for both men and women) hair growth is a natural part of the skin's process and can't be stopped (other than temporarily by, for example, electrolysis).
As hair and skin are both made from the same substance , if there was such a thing it would stop the skin growing as well!

I'll bet there will be an Ad. for something before too long.

Surely you'd need to destroy the follicles ?
Anything that drastic might leave you permanently scarred.

I wonder if you have skin transplanted again and again from your palms and soles until you were covered with palm/sole skin, whether that'd work.

Surely a body entirely covered in palm skin is left vulnerable to a dose of the clap.
Similarly, sole skin may encourage athletes buttock.
No its not possible! Hair just always grow back as it is a natural phenomenon.
