In my opinion, I was fat, and everyone who told me otherwise either hated me and wanted me to be fat, or they were obviously blind. maybe your girlfriend feels the same way? if she is a bit overweight though, if it bothers her THAT terribly much, she'll do something about it.
i was never even close to being fat either. when i started worrying, i was 5'5, 110 pounds and i MUST'VE been crazy because now i'm 5'7, 130-135 pounds, and i'm still really skinny. i went on dozens of diets, exercised for up to 3 hours a day and who knows how many days i went without eating. i always cried and complained about my "HUGE" body. i didn't care what anyone else thought. everyone around me told me i had a perfect body, and most of my friends were jealous of me. i never understood why... but now i realize (i AM NOT trying to brag), but i do have a pretty nice body. it's not perfect, but there's nothing wrong with it. and i'm sure there's nothing wrong with your girlfriends body either. but she needs to figure that out herself. you can compliment her all you want, but she's the one who has to realize that she's beautiful the way she is. but compliments never hurt! :-D
