I have been reading about how to prepare for the RAF on the running side of it. They say you should be doing 15 Minute runs every other day of the week.
What do they mean by run? My running speed is very fast and I feel it makes me burn out fast. Could I be running at the wrong speed?

Like you were advised, do a run every other day that lasts for 15 minutes (NOT run as fast as you can for 15 minutes). It's to get your endurance up. Gradually, you should be able to run further and further.
You don't have to be front-line fit to pass, they'll get you to that stage when you get in.
