folds of skin on the eye

Is there some type of surgery on the folds of the eye, that with some people it fattens up and soon you have only slits to see out of? What is the name for this surgery? Has any one had it and would they recommend it?

@ nohorn Do you mean that this surgery you speak of permanently "fattens up" the eyelids, leaving just slits to see out of?
