The condition is known as nephrotic syndrome. It's not a disease in itself, simply a 'condition' (in the same way that a headache isn't a disease and chest pain isn't a disease; they're only symptoms of something). So investigation into the cause is required.

If you mean if there is protein in the urine, then the answer to your question is probably....YES.

Although there are causes of protein in the urine where the kidneys are normal...e.g urinary tract infections.
