Not a doctor but unlikely to be cancer!! Unless a skin cancer which is just as unlikely in that area. Only STI would probably be public lice (crabs) but that wouldn't be isolated to the scrotum (check for presence of lice/eggs on pubes). More likely just to be localised dermatitis - try sthg like Savlon; if no help see GP.

I too have the same problem and have had since my vasectomy. I have often wondered if they used a non-disovable nylon and that an end of it is causing the itch. My GP has never been able to solve the problem, however he did prescribe hydrocortisone cream which I've used years. That does ease the problem for a few hours etc. This should be gained from your GP in the first instance.
