An ointment is a viscous semisolid preparation used topically on a variety of body surfaces

Creams are semi-solid emulsions, that is mixtures of oil and water.

So, an ointment is thicker than a cream - think of the boot polish consistency of the tin of germolene, compared to the thinner consistency of moisturising creams, as examples.
