Problem with Reebok 12403 i rower

I have just bought a second hand rowing machine and I can't get the counter to work, it isn't the battery, it all lights up and you can set the amount of rows you want to do but the counting mechanism doesn't seem to work as it stays at the amount you have started with.
Any ideas what I'm doing wrong?
