Cancer post treatment 'BLIP'

My father in law has prostate cancer for which he has had hormone and radiation treatments, his first 'count' after treatment was 0.5, which 3 months later rose to 5.0. Another 3 months on and the 'count' is now 1.5. The consultant said the rise was due to a 'Blip' but could not explain why it had happened. Has anyone else had one of these 'blips' and if so what explaination was given or can anyone explain what the 'blip' may be?
