If you take on a new flat mate from a different country that isn;t working do you think it's a good idea not to let her have access to your mail, or do you think that;s over reacting?

I'd be very surprised if the second one stays after you've pretty much told her that you think she might be a dishonest thief- I know I certainly wouldn't.

If you have such issues then why let her move in? I'm thinking pretty much the same as Nox.
I'd be very unhappy if I couldn't have access to my post at my convenience and someone else essentially had control over when or even whether I could get my post.
What if you go away or are unable to get to the box in an emergency like being in hospital or a family emergency? What if she is waiting for something urgent? Does she then have to wait until you come back to get your post?

You could always have all your mail held at the post office for you to pick up and she could continue to have hers delivered. There would be no need for you to lock the mail box at all then.
As NOX said though, you don't seem suited to renting out rooms to anyone with your overly cautious (paranoid) ways.

If you come in late from work .. one evening ..
and the room smells of cigarette smoke .. your laptop is gone and your Garmin is missing .. there is hair dye in the bath, blood on the new shower curtain and it's half off the rail .. You pop back to work to check for your laptop, and there is a girl with nice chocolate brown recently-dyed hair sitting there at your desk playing your favourite mp3's .. she asks .. "Who are you?"
THEN start worrying ; )
