Why is it for the past 3 or 4 weeks I am constantly getting these little static shocks from almost everthing and everyone I touch?

It's likely that you're experiencing colder weather and the heating system is drying out the air. Static electricity is more of a problem with drier conditions.
Did you ever notice the big fuel trucks (lorries? I'm in the U.S.)) that deliver the fuel to service stations? They always have a grounding chain hanging down some where on the truck to come into contact with the ground as they drive to eliminate static electricity. So... all you need to do is attach a chain to your leg and let it hang down enough to ground you to earth... simple no?

Static shocks are much more prevalent at this time of year due to the low humidity. At zero degrees Celsius (and below) the air cannot hold any moisture, and as a result any dampness which would otherwise prevent static build-up, is not present.
Although the type of material worn or that within the surroundings can exacerbate static generation – it can be difficult to eliminate.
To those who suffer shocks when alighting from a vehicle – grab hold of something conductive (a door frame, even the ignition barrel) while exiting. Any static will be dissipated as it is being generated – thereby avoiding the shock that occurs due to the sudden discharge of the charge that has been allowed to build-up.
