If someone was smoking weed...

in the garden next to yours, about 20 feet away, apart from the smell, would there be any detrimental effect on anyone other than the person smoking it, other than second hand smoke?
Tried googling this but not getting anywhere!

Its possible to get a secondary 'high' from inhaling the smoke but you'd have to inhale an awful lot and it is extremely unlikely you'd get a sufficiently strong dose over such a distance outdoors.
However you might get trampled by a squadfull of size 11's when the boys in blue come a raiding.....

Don't think the boys in blue would have the manpower or the inclination to raid a lone smoker!

If they haven't smoked it themselves, how do they know the smell?

I have used it in the past for medicinal reasons and for insomnia.

Unless it is making people ill, which I doubt, why report them, just nasty as far as I can see. Could be a granny with Multipal Schlerosis.

I had a medical and a small amount of nicotine was found in my blood.
I was astonished as I have never had a cigarette in my life and have mainly worked in smoke free offices etc.
