I use Ambre Solaire spray on tan and that does wash off slightly when I have a bath. But it's so faint that you don't really notice it or end up with streaks. I don't know about swimming pools as there's chlorine in it and it might react differently.

If you're referring to the kind of fake tan that 'develops'  then it doesn't wash off - it works by staining the outer layers of your skin and so will gradually wear away over a few days - chlorine does not effect the colour either.

Other fake tans that are just cosmetic - brown lotions or creams that are much like makeup - will wash off easily.
