With the exception of temporary bans on the grounds of public safety (such as during the BSE crisis), EU law prohibits any member state from restricting the free movement of foodstuffs within the EU.
So, yes, he can take bacon and/or sausages but (given that German sausages are possibly the best in the world) I can't think why he should want to do so!

Since they're not liquids (or otherwise restricted from being carried in the aircraft cabin), there's no problem with placing them in hand luggage [although the hold would keep them cooler].
^ They still the picked up by the scanner though, and destroyed as potential weapons. That's what they told me anyway, but I reckon the security staff just took them home and ate them.
