They're menthol which is supposed to clear out your blocked nose, ie "help you breathe more easily".  They won't do a thing for a runny nose - you need something more industrial for that.

For a sore throat I recommend the very strong Halls Mentholyptus in the black packet. They are so strong you won't be able to feel your throat afterwards. Or honey is good if you can't face that...
