when can i take the in planon out

i would like to take the inplanon out as ive been on my period most of the time since ive had it put in, which was january 05,they told me when they put it in that they could take it out whenever but when i asked my doctor they said they they wouldnt and so did the NHS.can you please tell me what rights i have on making them take it out.
