Bags under eyes?

Hi for the last few days, I have had these marks under my eyes, just above my cheek bone and right under my eyes.  They are red and look like to gnat bites.  True I'm no spring chicken, are they the start of bags under my eyes, or even perhaps sinus build up?, although I dont ever record having sinus.  If so how and what can I use, to get rid of them, they look terrible. cheers

Hi I had this under my eyes for ages, eventually I went to the doc and he gave me an antibiotic cream as it turned out I'd got an infection. Cleared within days!!
