A friend lives in a first floor flat and her neighbour below comes out onto her balcony/terrace below to smoke. The smoke rises up and is very unpleasant for my friend, even coming into her kitchen.
She wants suggestions as how to approach this problem, as, if she asks them to stop please, and explains how it is affecting them, and they say no, she still has the problem and, now, an angry neighbour.
Any practical suggestion please.

Sorry, you're right. She could simply politely say - 'I'm sure you don't realise but when you smoke on the balcony it wafts up and through my window, is there any way you could prevent this please'.
well I have motorbikes but I have yet to force someone to inhale their fumes. Never had a complaint about any noise either I don't annoy anyone and if someone was to complain I would do my best to address the issue. Smokers are the very personification of selfishness. No sanction is too harsh for them.

A bucket of water on the landing would have to be carried through the flat and then raised over the railing to pour over smoker's head. That is, if you could get a direct hit anyway which I think is unlikely.
well now we've established the smoker is on the patio below the OP's friend and also that the victim is directly above, I will modify my suggestion to: "tip bucket out of window". Sorted!

She is perfectly within her rights to have a word with her neighbour but be warned the neighbour will probably be really annoyed at her!!
I have 4 smokers next door to me - semi-detached. They all smoke in the back garden and they are fairly heavy smokers. More or less 24 hours but I would never ever say anything because they are on their own property. And I would rather have that than beat beat beat of music.
