Neighbour Smoking, Affecting Others.

A friend lives in a first floor flat and her neighbour below comes out onto her balcony/terrace below to smoke. The smoke rises up and is very unpleasant for my friend, even coming into her kitchen.
She wants suggestions as how to approach this problem, as, if she asks them to stop please, and explains how it is affecting them, and they say no, she still has the problem and, now, an angry neighbour.
Any practical suggestion please.
Thanks.

Sorry, you're right. She could simply politely say - 'I'm sure you don't realise but when you smoke on the balcony it wafts up and through my window, is there any way you could prevent this please'.

well I have motorbikes but I have yet to force someone to inhale their fumes. Never had a complaint about any noise either I don't annoy anyone and if someone was to complain I would do my best to address the issue. Smokers are the very personification of selfishness. No sanction is too harsh for them.
Most motorbike riders are selfish bu55ers.
Think they own the road.

Lots where I live, country lanes used as race tracks. A few bikers deaths, still they carry on.
would have no objection to anyone throwing water on sitars
(there we go, some ammo for a few!)

A bucket of water on the landing would have to be carried through the flat and then raised over the railing to pour over smoker's head. That is, if you could get a direct hit anyway which I think is unlikely.
you may not force folk to inhale your motorbikes fumes 3T, but they do breathe in and out.

It's a handy thing to do.
Yes rethinking it, I retract my correction. Sitars are damned annoying too.
well now we've established the smoker is on the patio below the OP's friend and also that the victim is directly above, I will modify my suggestion to: "tip bucket out of window". Sorted!
I think TTT needs a lie down in a darkened room, all that zooming about on a motorbike seems to have affected him, lol.
TTT is just being a right geezer and trying to prove how big and clever he is!!
Back to the OP
She is perfectly within her rights to have a word with her neighbour but be warned the neighbour will probably be really annoyed at her!!
Loving the suggestion that all non smokers are victims, could,nt make it up.

Very good
Finny perhaps TTT needs to see a doc!
well what are they then mick?
If I was the smoker and the person above complained, I would have a BBQ every night.
She will need to get herr aim true as she leans over the rails with a bucket to reach the balcony below - tell her not to topple over.

Maybe a power hose?

Is she on a water meter?

Life can be so complicated if you let it.

Hope they resolve matters.
What is she smoking that the smoke doesn't disperse before reaching the neighbour's flat?
I have 4 smokers next door to me - semi-detached. They all smoke in the back garden and they are fairly heavy smokers. More or less 24 hours but I would never ever say anything because they are on their own property. And I would rather have that than beat beat beat of music.
surely smoke will go where it wants?
(am no scientist) depends maybe on direction of wind/breeze?
Alba, how much smoke is generated by a cigarette?
She must be very sensitive to say it affects her inside her kitchen from outside and downstairs?!
Danny (hi xx) I wouldn't have thought an awful lot.

Now, if neighbour is smoking a cigar or a pipe, probably more??
