bednobs actually you do -its called a 'standing charge' on your electricity/gas bill

well kind of....if you move into a house and NEVER use any gas... actually get it disconnected....but the meter remains in situ then you won't be charged anything. so yes meter provision is one of the things that the standing charge covers but you don't get charged for having a meter as such.

I’ve solar panels on my roof. I don’t know how or if they work. I have to pay for my electricity and oil.
