Given that the other references in the advertising quote are to government agencies, and that many single parents (usually mothers) were/are desperate to find out where their former partners are living (in order to get some maintenance payments out of them), It would seem reasonable to assume that the 'CSA' mentioned was actually the Child Support Agency.
Even if the 'CSA' referred to is the Credit Services Association, that body is not in a position to licence any organisation to have access to confidential information.
