This is not normal and it sounds as though you are being fobbed off. There is something not quite right here methinks and you need to get it sorted out. I would suggest going to see the doctor (and try to get to see a lady GP) when you are actually on your period, only wear one pad and then they will see what a mess you get in.
I really feel for you, it isn't good when you don't get the care you need, but I think you need to see a good specialist who knows more about what he is talking about.
