Hello. Plucking and waxing are a bind but I'm pretty sure there has to be some growth there for them to be able to zap it with a laser. Altho am sure if I'm wrong someone here will be able to tell you!!
I think Irisred is absolutely right. They have to zap the hairs at the end of their growth cycle and you will have to go back for several treatments because the hairs grow at different times. The best results come from very dark hairs as light hairs do not "conduct" as well. Also I'm not sure but I don't know if they would do your eyebrows with a laser because it could damage the eyes.
Hi Goodsoulette ... I have had laser on the bikini line, they ask for you to have it short but visible. It is very expensive and I never went back for the rest of the course (although I will eventually) but I think it is the way forward. They are very helpful usually, if you have any questions just give them a call, I phoned the following day to ask if great big red blotches were normal and they are and in a day or so you would not have even known it was done. I used those little lunchbox ice packs (hahah how perfect if a man had gone!) to draw out the heat afterwards. Don't know about eyebrows but I don't think it matters if the hair is there because when I had my 'test patch' I had hair there .. it is the follicle they are treating not the hair.

I had a course of laser hair removal on my underarms, and yes you do need to have some growth, but I think this is only so the therapist can see where to treat. They shave it off before zapping you. While going through the treatment you are only supposed to shave (no waxing, plucking, etc) and you normally will need 5 sessions 6 weeks apart.

It only works on dark hair, so any fine blond hairs will remain, and you will likely get some regrowth after the treatment, but it is minimal and tends to be fine. But just wanted to warn you, it's actually "reduction" and not complete removal.

Like Laura-sakura said I'm not sure if they'll do your eyebrows with them being so close to your eyes! But you can always ring the salon to find out.
