I would say it's uncomfortable but it doesn't hurt - it's kinda like someone getting a pin and scratching your skin with it but it feels deeper (doesn't hurt that much more) so tend to feel wierd rather than hurt - like they're scratching you from the inside rather than the outside.
Certain places hurt more than others - boney places hurt a lot more, ie. spine, ankle, top of foot, etc.
I've got 4 tattoos and none of them hurt that much but make sure it is something you want for life and try and imagine yourself with it when you're 80 - will you still want it in the place you're thinking of having it?
All mine represent something or someone in my life so are quite special to me.
i have a tattoo on the back of my neck...and i love it. it took about 20 minutes to do...and it smarts, but it's not unbearable....as flipflop said...more uncomfortable really...and you can always zone out while yo're being inked.
I'm sure you've been told this many times but, for goodness sake, be absolutely sure that 1) you want a tattoo (piercings can always be removed) and 2) you're sure of the design you want. (i decided on mine and looked for another 2 months for something else...i kept coming back to the original one i liked.)
Remember..a tattoo is with you for life...you need to love it that long.
I know tattoos can be changed and covered up with others...but it's better getting it right first time.
and it's up to you where you get it..it's not necessarily the place you get it...but the person who has it that makes it look good or not.
