I would have thought that it is safer to take it than not take it in relation to not getting pregnant, but I am not a doctor so I would seriouslt advise speaking to yours. Or going to a local family planning clinic for advice.
If your period is nearly due, you're unlikely to get pregnant anyway. I don't know anything about how the morning after pill works, but we used to practice a natural method of birth control. Basically, it's safer in the few days after and the week before your period. However, we didn't rely just on this - the method involved observing the normal length of your cycle, taking your vaginal temperature every morning, and observing vag. mucus. We also used condoms mid-cycle - it worked for us. It's alot easier taking the pill, but I personally don't like the idea of taking hormones. Hope you are OK....
Condoms do fail occasionally, but for it to happen 3 times in two weeks I think you must be doing somehting wrong. Are they being put on properly? Sounds daft, but have you or your partner read the instructions? And without meaning to be rude is he particulalry big or is there not enough lubrication?
teagirl raises a good point there, why are they failing?
Get thicker or larger condoms, makes sure you get the air from them, make sure they are in date.
Please speak to your GP or familiy planning clinic about taking other precautions as well as using condoms. The pill cant be any worse than pumping your body with the hormones in the MAP every week.
