You may find your face slims down naturally in a few years, but there is no guarantee of this, it might just be in your genetic make up to have chubby cheeks.
At 15, I wouldn't bother with Foundation, as you are probably clogging your skin with dirt and debris, which causes problem skin. Try to concentrate on a good skincare routine, with cleansing, toning and moisturising twice daily and exfoliating 1-2 times per week.
Try to purchase the best products you can afford.

If you are a slim person and have a chubby face then it's just the way you are. No way can you slim your face down on its own. You probably look just fine and there is nothing wrong with chubby cheeks, but if you really feel self conscious then see if you can learn how to use make up to make your face look slimmer and define your cheek bones.
I would buy the creams made specially for combination skins and then use a concealer on your spots, rather than use a foundation. The products especially made for teenage skins and spots are generally very good. However, someone on this site that understands teenage skins could probably give you some better advice. It's a long time since I was a teenager!

Bear in mind you will be more aware of your "chubby cheeks" than anyone else.
They will probably become less "chubby" as you come out of your teens. However, there are plenty of otherwise slim people who have "chubby cheeks" and when you get older you will find you are less wrinkly than thinner-faced people.

Flowerpatch, I know you hear this all the time, but wait until your in your 20's you'll laugh at yourself! Love the way you are hun!
Every teen has spots! I always found that toothpaste worked for spots and just leave them. Do not pop them! The clearasil product works well too.
And women wearing foundation- YUK!
