Yes....provided that the condom covers the affected lesions if present. If the lesion is elsewhere and the condom doen't occlude it, then transmission may occur.
If no lesions are present then condoms are almost 100% safe.

It's just I met a nice man, I've not slept with him, who told me he has herpes. When I checked on line sites it says it is passable even when using condoms and when no lesions are present.
Yes you can although it's quite low. Condoms do work but with a disease like herpes there is a chance that it can be passed on because it's a skin disease and not a disease that's transferred through fluids. Therefore if the condom doesn't cover the affected site it can be transferred.
